portal “Law Initiative” (www.lawinitiative.com) was founded
by the support of Swedish Helsinki Committee for Human Rights
and realized by a non-governmental organization from Belgrade
– Youth Initiative for Human Rights.
The objective of this law portal is the contribution to the
establishment of rule of law in Serbia and better coordination
among jurists. Its existence is the sign of need for the improvement
of jurists’ access to information on current domestic and
international legal issues and regulations influencing so
the improvement of law system functioning that is establishment
of rule of law. Citizens will be able to set forth their own
law problems (in Forum) and get legal advice as well. We want
to stress that legal advice are given by jurist who are the
participants in the Forum discussions.
Non-existence of high quality and critical exchange of opinions
among jurist with the aim to improve the situation of citizens
as well as law profession can be seen in Serbia today. There
is no public discussion in which jurists can give their comments
and remarks on drafts of laws and hence laws not responding
to present demands are passed. Jurist having the access to
practice and documents of the international courts are pretty
rare. Unacquaintance with international standards thwarts
them in joining legal flows at the international level and
makes them incompetent to work in international legal institutions.
Judges do not appeal to international documents and standards
in their judgement, for they are not acquainted enough with
them. Moreover, citizens from abroad whose legal problems
are connected with Serbia have many difficulties to make a
contact with courts and jurists. Here it should be added that
unacquaintance of the citizens of Serbia with law system makes
an acute problem consequences of which are felt in many spheres
of society, especially in working of courts.
Therefore, this law portal is devoted to all those interested
in law system and its functioning, mainly to jurists, lawyers,
law students, non-governmental organizations activists and
citizens.
